Agent review queue
Agent proposals now land in a single review queue instead of scattering across issues, so accepting a morning of triage takes one pass.
- New Queue view lists every pending agent proposal with a diff-style preview
- Bulk accept and dismiss with shift-click or the J and K keys
- Duplicate suggestions now show why two issues matched
- Fixed a race where two editors accepting the same proposal created a copy
